Digital Shoreline Situation Report (SSRs) - Description and Disclaimer
The Comprehensive Coastal Inventory Program (CCI) at the Virginia Institute of Marine Science (VIMS) is creating a new GIS shoreline database to develop revised Shoreline Situation Reports (SSR) for Tidewater cities and localities. SSRs were developed by VIMS in the 1970s. These reports have been the foundation for shoreline management planning in Tidewater cities and localities for more than 20 years. CCI has developed new protocols for collecting, disseminating, and reporting data relevant to shoreline management issues of today. New SSRs are being generated on a county by county basis. This site will serve the data online as they become available.
The data inventory developed for the Shoreline Situation Reports are based on a three-tiered shoreline assessment approach. This assessment characterizes conditions in the shorezone observed from a small boat moving along the shoreline. Handheld GPS units record data observations in the field. The three tiered shoreline assessment approach divides the shorezone into three regions:

the immediate riparian zone, evaluated for land use

the bank, evaluated for height, stability, cover and natural protection

the shoreline, describing the presence of shoreline structures for shore protection and recreational purposes.
Three GIS coverages are generated from the collection technique. The acco_lubc coverage are features related to the land use in the riparian zone, and conditions at the bank. The acco_sstru coverage includes information pertaining to structures for shoreline defense. Finally acco_astru identifies structures which are typically built for access and recreational actvitis at the shore. They can be downloaded from this site through links on this page. A metadata file is provided to describe each coverage.
The GIS coverages are developed from a basemap coverage delineating shoreline. This baseline shoreline was developed by digitizing the land-water interface observed on 1994, 1:12,000 color infra-red digital ortho quarter quadrangles (DOQQ). Using ArcInfo, the base shoreline is re-coded with the attributes defined in each coverage.
These data are a product of the Comprehensive Coastal Inventory Program. The project was funded in part by the Virginia Institute of Marine Science, Comprehensive Coastal Inventory Program, and Region III of the Environmental Protection Agency, Office of Environmental Programs (assistance number: CD-983204-01). The metadata file which accompanies these coverages defines attribute accuracy, data development, and any use restriction which pertain to the data. When downloading data from this site, the users agree to all conditions outlined in the disclaimer.
