Digital Shoreline Situation Report (SSRs) - Description and Disclaimer

The Comprehensive Coastal Inventory Program (CCI) at the Virginia Institute of Marine Science (VIMS) is creating a new GIS shoreline database to develop revised Shoreline Situation Reports (SSR) for Tidewater cities and localities. SSRs were developed by VIMS in the 1970s. These reports have been the foundation for shoreline management planning in Tidewater Virginia for more than 20 years. CCI has developed new protocols for collecting, disseminating, and reporting data relevant to shoreline management issues today. New SSRs are being generated on a county by county basis.

The data inventory developed for the Shoreline Situation Reports are based on a three-tiered shoreline assessment approach. In most cases this assessment characterizes conditions that can be observed from high resolution imagery. A small boat navigating along the shoreline was used to verify the remotely sensed data and using GPS collect features that could not be ascertained from the imagery. The three tiered shoreline assessment approach divides the shorezone into three regions: 1) the immediate riparian zone, evaluated for land use; 2) the bank, evaluated for height, stability, cover and natural protection; and 3) the shoreline, describing the presence of shoreline structures for shore protection and recreational purposes. Three GIS coverages are generated. The norf_lubc coverage are features related to the land use in the riparian zone, and conditions at the bank. The norf_sstru coverage includes information pertaining to structures for shoreline defense. Finally, norf_astru identifies structures which are typically built for access and recreational activities at the shore. They can be downloaded from this site through links at the bottom of this page. A metadata file is provided to describe each coverage.

The GIS coverages are developed from a basemap coverage delineating shoreline. This baseline shoreline was provided by the city and was developed from high resolution image products. Using ArcInfo, the base shoreline is re-coded to reflect features and attributes observed in the photointerpretation. The metadata file which accompanies the coverages defines attribute accuracy, data development, and any use restrictions that pertain to the data. When downloading data from this site, the users agree to all conditions outlined in the disclaimer below.

This is the first in the series to be published entirely in digital format. Below a text report includes an outline of methods, and data tables. Color maps illustrate the conditions recorded. These sources can be downloaded with Adobe Acrobat Reader.
