Abstract:
Shoreline Situation Reports (SSR) were first generated by VIMS in the 1970s to report the condition and status of the shore lands. The SSR series were published in hardcopy on a county by county basis for each of the Tidewater Virginia localities. The reports were intended to assist planners, managers, and regulators in decisions pertaining to management of coastal areas and natural resources therein. This report continues the process which updates and expands earlier reports. Data collected describes conditions in the immediate riparian zone, the bank, and along the shore.

Purpose: To inventory Virginia's tidal shoreline conditions.

Supplemental_Information:
There are three coverages that are included in this metadata file; norf_lubc, norf_astru, norf_sstru. Norf_lubc (land use and bank cover for the City of Norfolk) is an arc coverage containing data about land use, bank height, bank cover, erosion, marsh, and beach status along the shoreline. Norf_sstru (City of Norfolk shoreline structures) is an arc coverage delineating hard structures in place for shoreline protection (bulkhead, riprap, groin fields). Norf_astru (City of Norfolk access structures) coverage is a point coverage with locations of docks, ramps, and boathouses. The attributes of these three coverages are explained in the Entity and Attribute Information section below.

The hydrography coverage was editted using UNIX ArcInfo to extract the shoreline. Shoreline arcs where corrected to match the land-water interface illustrated on the orthophotos.

Land use, presence of marsh or beach, docks, boathouses, ramps, bulkheads, rip rap, groins, jettys, and breakwaters were identified on the orthophotos. The shoreline arcs were coded to coincide with the features on the orthophotos. Bank height was determined by overlaying the topography coverage on the orthophotos.

Coverages were projected from State Plane feet to UTM meters, and then converted into shapefiles.

The remotely surveyed data were field checked using ArcPad loaded onto two Compaq iPAQ pocket pcs. Shape files converted from the process step above were loaded onto the Compaq iPAQ pocket field computers. A two-person field crew navigated a jon boat along the shoreline and compared the data on the pocket pcs with what was present on shore. Corrections and/or additions where added as needed. The boat operator checked hardened structures (riprap, bulkheads, docks, boatramps, etc.). The second person examined the natural features including land use, bank height, bank cover, presence of marsh or beach, and shoreline stability.

Fifteen 1:12,000 scale plates were developed to cover the shoreline of the City of Norfolk. Maps were created in ArcGIS and saved as .pdf files for serving on the internet. Each plate shows three maps: riparian land use, bank and buffer conditions, and shoreline features. DOQQ imagery is displayed in the background to provide users with additional information.

Below is a list of attributes found in the three coverages (_lubc, _sstru, and _astru). The first seven items found in the .aat files and the first four items in the .pat file are ArcInfo generated. FEATUREC is land use along the riparian zone and contains the following values: forested, scrub-shrub, grass, bare, paved, commercial, industrial, single family dwelling, multi-family dwelling, military, and educational/school. HEIGHTC is bank height containing the categories 0 - 5 feet, 5 - 10 feet, 10 - 30 feet, and greater than 30 feet. COVERC is bank cover which is bare, partial, or total. EROSC is bank erosion condition with values of low, high, or undercut. MARSHC defines the absence of a marsh (no), marsh present but eroding (yes-eroding), or marsh present with low erosion (yes-not eroding). BEACHC defines the absence of a beach (no), beach present but eroding (yes-eroding), or beach present and stable (yes-not eroding). NORF_SSTRU is an arc coverage containing data about hardened shoreline structures. The item LSTRUCTURE contains the types of shoreline structures found in the City of Norfolk: bulkhead, dilapidated bulkhead, riprap, jetty, breakwater, groinfields, miscellaneous (bricks, timbers, concrete blocks, tires, etc.), military wharf, seawall, shipyard, wharf, and marina. NORF_ASTRU is a point coverage. The item STRUCTURE contains the types of access structures or points of interest found within the city: docks/piers, dilapidated docks, boathouses, public and private ramps, and other points of interest.
