Abstract:

Shoreline Situation Reports (SSR) were first generated by VIMS in the 1970s to report the condition and status of the shore lands. The SSR series were published in hardcopy on a county by county basis for each of the Tidewater Virginia localities. The reports were intended to assist planners, managers, and regulators in decisions pertaining to management of coastal areas and natural resources therein. The techniques developed for Virginia's shoreline are used to create similar reports for the Maryland shoreline. Data collected describes conditions in the immediate riparian zone, the bank, and along the shore.

Purpose: To inventory Maryland's tidal shoreline conditions.

The Kent County SSR contains three feature datasets; kent_lubc, kent_astru, kent_sstru. Kent_lubc (land use and bank cover for Kent County) is a line feature dataset containing data about land use, bank height, bank cover, erosion, marsh and beach status, and phragmites along the shoreline. Kent_sstru (Kent County shoreline structures) is a line feature dataset delineating hard structures in place for shoreline protection (bulkhead, riprap, groin fields, etc.). Kent_astru (Kent County access structures) is a point feature dataset with locations of docks, ramps, and boathouses. The attributes of these three datasets are explained in the Entity and Attribute Information section below.

The attributes were compared to original GPS data logs for accuracy. Errors were corrected where noted.

All Kent County shoreline that has a minimum depth of 2 feet at mean low water, and accessible by boat, was surveyed.

Shoreline structures were recorded with a GPS unit as the boat moved along the shoreline. Data was transferred from the GPS boat track to an existing digital shoreline coverage by projecting data to the shoreline at a 90 degree angle from the boat track. Rectified digital orthophoto quads were used as a background coverage to aid in data positioning. Dock and boathouse point data were aligned with docks on the images. Land use features were placed along the shore so changes in land use were coincident with changes illustrated in the imagery. Positional accuracy for data that has been corrected with imagery is +/- 2 meters (equivalent to image resolution). Data not visible on the imagery (bulkheads, riprap, etc.) has a positional accuracy of +/- 11 meters. Accuracy was determined by comparing digitally processed data locations to onsite GPS ground surveys collected at random.

Data was collected by a two-person field crew (one data collector and one boat operator/data collector) using two hand-held Trimble GeoExplorers GPS Units, while navigating along the shoreline. A data dictionary designed for the inventory was installed on each GPS Unit. The data collector records natural features including land use, bank height, bank cover, presence of marsh or beach, and shoreline stability. The boat operator collects data on the hardened structures: riprap, bulkheads, docks, boatramps, etc. Point features (docks, boathouses, ramps) were surveyed with a ten second observation recorded at 1 reading/second. Linear features were surveyed kinematically at a rate of one observation every 3 seconds.

Data from the GPS units were postprocessed on a PC with Trimble Pathfinder Office software. Postprocessing included differential correction using data collected at various CORS (continuously operating reference stations) sites. Corrected data is converted into ArcInfo coverages and transferred to a UNIX workstation for further processing.

ArcMap 8.2 software on a PC was used to attribute the base shoreline. Boat-track points and arcs, DOQQ imagery, and the base shoreline were displayed in ArcMap. Shoreline arcs were split using the edit tool and the spatial adjustment attribute transfer tool was used to move the attributes from the boat track to the shoreline. Arcs were split on and points were moved to locations on the shoreline that were perpendicular to the original locations on the boat-track. DOQQ imagery provided additional information for placement of features. Geodatabase features were visually checked for attribute accuracy between coded shoreline and boat-track data.

Forty two 1:12,000 scale plates were created for Kent County. Each plate shows three maps: riparian land use, bank and buffer conditions, and shoreline features. DOQQ imagery is displayed in the background to provide users with additional information. Maps are created using ArcMap software.

Kent_lubc contains the following items; FEATURE or land use, has the following values: ' ' = no data, Agriculture, Bare, Commercial, Forest, Grass, Industrial, Paved, Residential, and Scrub-shrub. Height is bank height with 0 or ' ' = no data, 0 - 5 feet, 5 - 10 feet, 10 - 30 feet, and greater than 30 feet. COVER describes the bank cover with values of 0 or ' ' = no data, bare or less than 25% covered, partial coverage (25-75% coverage), and full coverage(greater than 75% coverage).  EROSION is the bank erosion condition. Values can be 0 or ' ' for no data, low erosion, high erosion, or undercut. MARSH provides information on the status of the marsh; 0 or ' ' = no data, Yes(Erosion) = marsh eroding, Yes(No_Erosion) = marsh not eroding, and No = no marsh. BEACH defines 0 or ' ' = no data, Yes(Erosion) = beach eroding, Yes(No_Erosion) = beach not eroding, and No = no beach.  PHRAG with the value 'yes' indicates the presence of Phragmites australis. GPS_DATE contains the data collection date. STRUCTURE contains the types of shoreline structures found in Kent County: bulkhead, riprap, breakwater, debri (tires, bricks, etc. tossed haphazardly along the shoreline), unconventional (concrete blocks, or other miscellaneous material placed neatly along the shoreline for stabilization), groin field, jetty, wharf, dilapidated bulkhead, and marina (<50 slips, or >50 slips). GPS_DATE contains the data collection date. PNTSTRUC contains the types of access structures or points of interest found along the shoreline: docks/piers, boathouses, public and private ramps, outfalls (pipes open to the water), and other points of interest. GPS_DATE holds the date of data collection.
