1. Quantify coastal resources: population levels and ecosystem interactions
2. Indentify demands on resources and situations in which extraction/use is feasible without jeopardizing near or long-term sustainability (economic and ecological)
3. Establish and implement plans for retaining ecosystem integrity while minimizing negative socioeconmomic impacts
4. Implement the precautionary principle: act when possible where the greatest margin of error favors preservation of the resource
