A.   Effective extraction of resources without environmental damage

1. Identify reserves of sand and shell

2. Develop zoning maps of coastal waters to include EFH and areas of ecological importance, as well as location and extent of mineral resources to determine appropriate areas of extraction

3. Develop and use technology which will allow extraction while minimizing impact to aquatic life (e.g., turtle excluder devices, etc.)

4. Regulate and enforce restrictions based on # 1 and # 2
