This web site  incorporates all of the results of the logic mapping exercises created over the last 2 years in assessment of Virginia’s Coastal Zone Management Program.  Figure one provides a visual of the logic flow of the main mapping elements .

Clicking on one of the Program’s 25 Goals on the main web site, will bring you to the Strategic Goals (the measurable end result(s) which needs to be achieved to meet the Program Goal) which have been arranged as lettered headings, and under each of these are the corresponding Intermediate Goals (activities which need to be undertaken to arrive at the Strategic Goals), which have been numbered.

Associated with each of the Strategic Goals are the Existing Programs and Missing Elements identified in the May small group meetings. These have been arranged under the following categories to help clarify and standardize the mapping:

1. Outreach – this category includes public information, technical support, and voluntary compliance measures

2. Regulation – legal authority and/or enforcement

3. Authority – under “Missing Elements” only – identifies need for new or enhanced regulatory authority

4. Monitoring

5. Planning /coordination – at state, local or regional level

6. Research

7.  Definition of management targets – under “Missing Elements” only – includes recommendations for new policy and/or explicit definitions of management objectives

Associated with each Strategic Goal is a list of measures, identified in the September VCRMP meeting, aimed at providing justification of the progress in achieving the Strategic Goal

Finally,  Reach and Context are listed at the end, and are defined as follows:

Reach – includes those people or groups whose attitudes and/or behavior we need to affect to arrive at our goal

Context – those things which influence our ability to achieve our goals, but which are beyond our control (such as weather, the economy, etc.)
