Develop zoning map of coastal waters to include EFH and areas of ecological importance, to include disaster scenario analysis based on petrological research and understanding of local currents and potential weather conditions 3. Regulate and enforce restrictions on extraction based on zoning maps and disaster scenario analyses 4. Provide incentives to extraction companies 5. Develop competitive process for drilling rights |
