Identify business activities considered dependent upon coastal location 2. Identification of coastal resource elements (fisheries, habitats, etc.) 3. Classify economic use opportunities for coastal areas by sensitivity of coastal resources to development types 4. Change public/planners/decision makers behavior/ understanding of coastal resources and development’s long term effects 5. Regulate building in coastal areas according to 1 and 2 6. Zoning of existing structures when they become available on the market
to be used for water dependent or water enhanced activities, with
consideration given to economic and environmental suitability of government
property purchase and restoration to natural communities 1.
